English translation: "This year, like last year, we are celebrating the National Day by calling on our Soldiers to help. The Parisian Population knows what it owes to the Armies who defended it against the invader. Assisting the Combatants, the Wounded, the Mutilated, the Prisoners, the Refugees, is a task to which everyone will eagerly contribute. All of you will be honored to wear the Medals and Badges which will be put on sale on July 14. The valor of our Soldiers is limitless. The generosity of Parisians will be inexhaustible."
